The Owner/CSO of SMEI Agency B.V. has been according to NL-NOBB normatives accredited by means of an official conducted NL-IBT assessment as a lisenced Aviation Instructor NL-BBLV in person for a maximum period of 5 years within the meaning of Article 21, paragraph 1 of the Civil Aviation Security Decree for providing the following training modules:

• 1c - Training for Security Manager Air Cargo and Mail, InFlight- and Airport Supplies in accordance with point 11.2.5, Implementing Regulation (EU) 2015/1998;
   
• 2b - Training for Supervisor Air Cargo and Mail, InFlight- and Airport Supplies in accordance with point 11.2.4, Implementing Regulation (EU) 2015/1998;
   
• 5 - Air Cargo and Mail screener in accordance with point 11.2.3.2, Implementing Regulation (EU) 2015/1998;
  The approval for Air Cargo and Mail screener, in accordance with module 5, is sufficient for both PHS and X-Ray;
   
• 12 - Air Cargo and Mail Employee in accordance with point 11.2.3.9, Implementing Regulation (EU) 2015/1998;
   
• 17 - General Security Awareness Training in accordance with point 11.2.7, Implementing Regulation (EU) 2015/1998;
   
• For Air Carriers only we are applying for an approval and lisenced Aviation Instructor NL-BBLV in person according to the NL-NOBB for InFlight- and airport supplies, to be expected in Q1/Q2-2026. Further details to be determined regarding Employees, Screeners, Security Supervisors and Security Managers.

All NL-NOBB modules are concluded with a written exam / CITO state exam, requiring a minimum score of 80% or higher.

For the modules Screeners, Screener X-Ray Operators, Supervisor Air Cargo and Mail, InFlight- and Airport Supplies, and Security Manager Air Cargo and Mail, InFlight and Airport Supplies, a CITO state exam is mandatory, with a minimum score of 80% or higher, and the CITO diploma is valid for 5 years, except for Screener X-Ray Operators the CITO state exam is valid for a maximum period of 3 years.

For maintaining your certification within Air Cargo and Mail its mandatory only to attend a training course with a Valid Air Cargo and Mail Employee diploma A and VGB (Netherlands declaration of no objection) and valid (Passport / EU ID).

Cybersecurity awareness is included in the NL-NOBB module Air Cargo and Mail Employee A.

Confidential information in detail of the program regarding AVSEC training modules NL-NOBB will be sent by means of a RFQ process only upon written request and if shown on forehand of the possess of a Netherlands declaration of no objection (VGB) and valid (Passport / EU ID).

To obtain for an application of the NL-VGB to attend the NL-NOBB training modules, you must fulfill first all the steps as described under the website tab new developments application to be accredited by NL-BTBB as Regulated Agent (RA) or Known Consignor (KC).
